debian: revert dsc and source format changes

dsc files are the output of a debian package build, not the input, and needlessly duplicate debian/control, which has to be then kept manually in sync. It has been many years since OBS supports a more native and modern approach to building debian packages. Also source format 1.0 is long since deprecated, and it's likely dpkg will break it at some point.
Reverting these changes and using the following _service file solves the build issues:

The current state of the _service file is now in git. Please rebase, and adjust it as required.

Unfortunately I don't think this can be done without extract_file, given it's a build-time-only package is there any chance to add it to ring0?
