…ggers - Set fail-fast: false (was empty / defaulted to true) so an OS-specific failure doesn't cancel the other matrix leg. - Restrict push trigger to main and switch tags-ignore to '**' so PR branches aren't tested twice and slashed tags are matched. - Add a concurrency group that cancels superseded PR runs but leaves main pushes intact. - Add timeout-minutes: 30 on the raku job. - Key the apt cache on a manual -v1 suffix instead of the workflow file's hash, so unrelated workflow edits don't bust the apt cache. - Expand the comment on the Cro::OpenAPI overlay step to explain why it's gated on the Raku-cache miss.
