Add max-speeds for Argentina in TagFix_Maxspeed.py

This PR adds the Argentina speed limits for urban, rural & motorways, to fix false-positive reports. The rules are from ARTICULO 51 in Ley 24449, see here: https://servicios.infoleg.gob.ar/infolegInternet/anexos/0-4999/818/texact.htm

All this values are main values or some are under condition (and so, no main values ?)

Thanks, I've fixed it to remove the non-"default" (aka to be signed) speeds. The values now are all applicable depending on the province and type of road (e.g. there's multiple types of urban & rural roads which aren't consistently tagged differently in OSM).

For the OSMR max speed table: Thanks, I'll propose updating those too!
