This PR modernises the development setup:
[project.optional-dependencies]to[dependency-groups]. Dev group now hasprek,pyright,ruff,toml-sort(pinned). Added[tool.uv]withdefault-groups.uv. All commands now useuv run.language: systemhooks usinguv run. Addedfail_fast, meta checks, trailing-whitespace (excluding .md), check-toml, mixed-line-ending.setup-python+pip installwithsetup-uv+uv run. Updated release workflow to use dependency groups.
