Version bump to 0.12.14 across all published packages. Refreshes machine-readable artifacts (facts.json, current.json, OpenAPI specs, REPO_SURFACE_STATUS.json, API contract snapshots, conformance inventory, generated error/registry files). Adds CHANGELOG.md v0.12.14 section. Adds scripts/verify-no-semantic-widening.mjs release gate (11 checks: wire format, package count, extension groups, OpenAPI, error codes — all green). Wires gate as pnpm verify:no-widening. OpenAPI verify.yaml and apps/api/openapi.yaml refreshed with additive bindings field on both VerifySuccessResponse and ExtendedVerifyReport schemas.
