ci: charge new tests with skipped subtests the unmeasured floor - #2142
A new test whose subtest skips while its timing is measured is now charged the one-second floor the changed-test gate already applies to unmeasured tests, instead of a weight of zero. A test gated on its environment could skip its subtests during measurement and run them in the race shards, entering with no cost and slipping under that floor. Tests that already have a recorded weight keep the slower of their new and previous times, and a skipped subtest is still accepted, so platform-specific skips keep passing.

Bug Fixes
CI test duration estimates now account for skipped subtests: tests without a recorded duration receive a minimum estimate, while existing recorded durations are preserved.
Failed subtests and tests that ran continue to use their measured durations, including zero.
A new test that passes while a subtest skips had no previous weight, so
its recorded time was zero. Charge MIN_UNMEASURED_SECONDS, the floor
already used for an unmeasured test. A recorded test keeps the slower
of this run and its previous weight.
The collector now distinguishes skipped subtests from other incomplete tests. For a passing parent with a skipped subtest and no prior weight, it applies the unmeasured-duration floor. It retains the greater measured or recorded weight and adds tests for duration collection and changed-test budget checks.
The collector tracks skipped subtests separately. It applies the unmeasured-duration floor when no prior weight exists and retains the greater measured or recorded weight. Tests cover skipped, failed, and completed subtests, including recorded zero weights.
pipelab-org/pipelock#2050: Updates collect to account for subtest work and preserve previous weights for incomplete runs.
pipelab-org/pipelock#2100: Adds changed-test measurement and budget checks that include partial duration collection.
