What does this PR do?

Fixes the hover effect for footer icons to match the intended design and improves user interaction by adding smoother transitions.

Fixes #1989

Previously, the footer icons had inconsistent hover effects that didn’t match the design specification. This update ensures a uniform and visually appealing hover effect across all icons.

Motivation & Context:

  • Improve UI consistency and user experience.
  • Ensure the footer icons match the intended design mockups.
