Maven sorts every 10.0.0-<qualifier> below 10.0.0, so [9.0,10.0) does not exclude the v10 prerelease series. Use the same bound pulumi/templates already uses. Co-Authored-By: Claude Opus 5 <noreply@anthropic.com>
