This adds a xkb configuration Linux user can use without meddling too much with system files for X11 and Wayland setups
This is based on the a previous closed MR from xkeyboard-config.

Since I'm Portuguese speaking, I've also took the liberty of adding a International friendly variant with the same multilingual bindings as Colemak. While the cent configuration provided in the MasOS variant works well enough, the lack of a left Option/AltGr in non-Apple machines makes it a bit cumbersome to use, and I've always though that the Colemak approach works quite well.
Simple install instructions were also added.
