feat!: require MySQL 8.4 and MariaDB 10.11 - #6737

MySQL 8.0 and MariaDB 10.6 and older are end of life. Hosters that still run MySQL 8.0 offer MariaDB as an alternative. The EOL warning entries below the minimum versions are dropped, as they can no longer apply. CI tests the lower bounds with mysql:8.4 and mariadb:10.11, and the phpstan job runs on ubuntu-26.04, whose preinstalled MySQL is 8.4.

Raises the minimum database versions to MySQL 8.4 and MariaDB 10.11, so that no supported version is end of life by the 6.0 release.
JSON_TABLEandSKIP LOCKED, so both engines can rely on them. Also:
mysql:8.4(--prefer-lowest) andmariadb:10.11; the phpstan job runs onubuntu-26.04, whose preinstalled MySQL is 8.4 (24.04 ships 8.0)
