ci: prepare workflows for ubuntu-26.04 - #6738

The 26.04 runner image no longer ships the SysV init script for MySQL, so start it via systemctl (works on 24.04 as well). Pin visual tests to ubuntu-26.04, so screenshots don't flip between images during the gradual ubuntu-latest migration and only change on deliberate image upgrades.

GitHub migrates
ubuntu-latestfrom 24.04 to 26.04 between Oct 19 and Nov 19, 2026 (changelog). A test run with all workflows onubuntu-26.04showed:/etc/init.d/mysql, which broke phpstan, be_style:compile and visual-tests. MySQL is still preinstalled; it's now started viasystemctl, which works on 24.04 too.ubuntu-26.04, so screenshots don't flip between images during the gradual rollout. Screenshots are updated accordingly: 26.04 ships MySQL 8.4 instead of 8.0, so the EOL warning in setup step 4 and the system report is gone.All other jobs passed on 26.04 without changes and stay on
ubuntu-latest.
