Authored footnotes inside free-form
formattedrefbibliography entries are attested in the samples fleet (IEEE documents) and render correctly; the grammar excludedfn. This adds aformattedrefoverride to biblio-standoc.rnc's existinginclude "biblio.rnc"block — biblio.rnc itself is untouched, so the plain-relaton model keepsTextElement+; the footnote admission applies to the standoc context only. (The #154 ticket originally placed this override in isodoc.rnc; isodoc.rnc includes no biblio grammar, so the include-override here is the single site that flows into every flavor — mechanics noted on the ticket.)🤖
