Sync repo with pre-commits

Comparing this with what I had in my local env by just running pre-commit run --all, it seems like the step end-of-file-fixer is not applied (at least not on all files); for instance, .github/dependabot.yml, _category_.json, and .pre-commit-config.yaml itself should have an empty line at the very bottom.

The rest looks great :D
