The pinned Erlang 23 and Elixir 1.11 were no longer installable and could not build current plug. CI pinned OTP 27 and Elixir 1.18, which already disagreed with the checkout, so both sides now name the same versions. Elixir 1.18.5 has no OTP 28 build, so 1.18.4 is the newest 1.18 usable here.
Plug moves from 1.11.0 to 1.20.3. Also drops the cowboy, cowlib, ranch, plug_cowboy and cowboy_telemetry entries. They were stranded by the phoenix 1.5 tree and nothing reaches them any more, but Snyk still scanned them.
