vocs #518 is fixed: 2.2.5 skips generating robots.txt when a public/robots.txt exists, so it no longer clobbers our Content-Signal file. Removes scripts/restore-robots.ts and its build-script step.

vocs 2.3.0 fixes static .md files in public/ being shadowed by the markdown-twin routing (wevm/vocs#549), so the /assets/md/ workaround from #177 is no longer needed. Move SKILL.md back to public/SKILL.md (as it was originally) and point gen-agent-skills-index ROOT_SKILL back at it. Also bumps vocs 2.2.5 -> 2.3.0; 2.3.0 is a superset of the 2.2.5 robots.txt fix this PR already relied on. Co-Authored-By: Claude Opus 4.8 (1M context) <noreply@anthropic.com>

Bumps vocs to 2.3.0, which lets us drop two workarounds:
public/robots.txt(robots.txt generation overwrites a user-provided public/robots.txt wevm/vocs#518), soscripts/restore-robots.tsand its build tail can go.public/*.mdbeing shadowed by the md routing (public/ files ending in.mdaren't served as-is (shadowed by the markdown-negotiation route) wevm/vocs#549), soSKILL.mdmoves back topublic/and the/assets/md/workaround from Fix /SKILL.md 404 under Vocs v2 #177 is undone./SKILL.mdserves the same content; index digest unchanged.
