Description
Updates QaaS SDK/Backend compatibility table with current implementation (i.e MerLin is now supported, and Pennylane works on qsim and CUDA-Q backends).
Updates Pennylane's how-to header to match the terminology of the others QaaS' how-to pages, and fixes publication date issue.
Adds MerLin how-to page with complete walkthrough to use the framework on Scaleway QaaS offer.
