normals count doesn't match points count

glTF-Draco.zip
This is a zip of gltf file, the Avocado.bin is encoded by Draco. I used dracopy to decode it，points count and tex_cord is 406, but normals count is 363. It loads correctly when I use Three.js. Am I missing something? Thanks.
