fix: move imported PHP constants and functions

use const App\Config\DEFAULT_LIMIT;

Move src/Config/symbols.php to src/Shared/symbols.php.

Actual:

namespace App\Config;
use const App\Config\DEFAULT_LIMIT;
use function App\Config\build_label;

Expected:

namespace App\Shared;
use const App\Shared\DEFAULT_LIMIT;
use function App\Shared\build_label;

Solution: map top-level PHP constants/functions separately, and keep class-only rules limited to classlike symbols.
