Looking at the Jira issue this will support I have questions about how these new methods will be applied to produce the desired outcome.

This supports https://jira.sil.org/browse/LT-22313 by adding FillInBlanks and ContainsBlank. It also changes the ShortName of an empty (blank) value to include the name of the attribute. It includes unit tests.
