docs(cli): merge CLI-REFERENCE into cli-parameters across all locales - #51

Expand the brief cli-parameters page with the full CLI reference content covering all 12 commands (onboard, agent, auth, gateway, status, cron, mcp, migrate, skills, model, update, version), their subcommands, flags, and examples. Adds cross-references from chat-commands.md to the CLI reference. Updates en, zh-Hans, and pt-BR locales.
