Adds the v0.3.0 changelog entry in English, Simplified Chinese, and Brazilian Portuguese.
Highlights: reliability & hardening pass, native Kagi web search provider, Azure OpenAI managed identity, web console image paste/drag-drop, cron get/update actions, SSRF guard extension.
Note: stacked on #55 (v0.2.9). The diff will reduce to v0.3.0-only once #55 merges; rebase if needed.
