Refactor and initial release for ecr-image-exists.

Changes

  • Standardizing input names
  • Support checking more than 1 tag at a time
  • Optional auth (only auths if specified)
  • Ability to assert non-existence (ie. fail action if tags exist)

Motivation

Going to add this to the build-push-docker action.
