Implementing and testing migration flows is blocked by the size of legacy transactions Therefore this commit implements a minimal migration to use a v1 transaction for the relay transaction We hardcode the CU limit and data size to their max values (1.4M and 64MiB respectively). We set the priority fee to 0. This is sufficient to land transactions on devnet and unblock testing of migration The tracking issue has follow ups: aligning how we set transaction config to match other CLIs when they migrate to v1, and updating our other transactions (like nonce create) for consistency.
