Allows a proxy to be paused (with optional timeout for already open connections) and resumed (optionally with staggered connection open) as well as for the configuration to be updated for new connections only. All that is preparatory work for graceful switchover support in Stolon.

Note: this code is untested - I'll get to that when working on Stolon part of the feature.
