At the moment, the util method
isLayoutTablejust checks forthelements inside thetableelement, but there is no consistence with the definition of layout and data tables described here https://squizlabs.github.io/HTML_CodeSniffer/Standards/WCAG2/1_3_1#what-is-a-data-tableThis PR calculates a score of probability that an element is effectively a layout table as described in the link.
