RenderInExponentialNotation AO with Number.prototype.toExponential
`RenderInExponentialNotation` moves into a new ECMA-262 amendments section; `Number.prototype.toExponential` is updated to call it. The digit selection steps of `.toExponential` are untouched. Only its rendering steps are replaced by a call to `RenderInExponentialNotation` that passes the selected value and its digit count.

This PR splits another chunk out of #161.
