add web-api

Adds a flask web api for goto commands.

Setup:

• edit /etc/hosts to include an entry for goto that points to localhost.
• (for now) turn off search from input field in browser: https://support.mozilla.org/gu-IN/questions/1359116
  This will not be required when we release, but is a quick hack to make it work now.

Alternativedly you gould add a tld to your localhost pointer: go.to for instance.

To start: poetry run api/web.py

Commands:

goto/map
Equivalent of goto list - shows the list of shortcuts. Also displays current project context.

goto/<magicword> Does what you think it does.

goto/<magicword>/<project> Goes to another project context' magicword.

goto/project/<project> changes active project context to
