Make the self-contained Decision Evidence Package HTML report readable on narrow screens while preserving every provenance field and offline guarantee.

Acceptance criteria

• render_decision_package_html includes a narrow-screen rule for the decision record and long values.
• Long IDs, hashes, locators, and exact evidence wrap without horizontal page overflow.
• No source content or provenance field is hidden or truncated.
• No remote font, stylesheet, script, or other network asset is added.
• A regression test covers the responsive rule and self-contained output contract.
• Relevant test and quality commands pass.

Scope

Keep the change inside the generated offline report and its tests. Do not redesign the main web application.
