Add support for `config/settings.d/*.yaml` in Foreman startup config loading while keeping `config/settings.plugins.d/*.yaml` supported. Load `settings.plugins.d` first and `settings.d` afterward so local overrides can take precedence. Co-authored-by: Codex <codex@openai.com>
