Editorial cleanup: tidy ReSpec markup (data-cite, inline shorthand, biblio dedup, algorithm class), drop deprecated wgURI/wgPatentURI config, convert author-guidance notes into ReSpec Best Practice boxes, and remove redundant recap notes that restated normative requirements. No observable behaviour changes. Closes #360.
