Overview
This PR adds the auto-implement issue label route so newly opened plain issues carrying that label dispatch create-implementation-from-issue before the bot-author drop, while preserving normal triage and label-added behavior. The routing docs and tests cover the new creation-time bypass, bot-authored labeled issues, and the no-op behavior for later issues.labeled events.
