Add Community Directory document with Alumni Coordination role

Summary

This PR introduces the Community Roles and Structure document (cargos-y-comunidad.md) which defines the organizational structure, formal positions, and operational roles for Open Source eUC.

Changes

New Board Position: Alumni Coordination

  • Added a new role "Presidencia / Coordinación Alumni" that reports directly to the Board
  • This position is responsible for managing the alumni/former students community and coordinating their contributions to the active student community
  • Key responsibilities include:
    • Maintaining an updated registry of alumni members
    • Facilitating communication channels between alumni and active students
    • Coordinating mentorship, workshops, technical support, and industry connections
    • Organizing events that strengthen the bond between alumni and students
    • Reporting periodically to the Board on alumni community activities

Document Structure

  • Added proper frontmatter with title and description
  • Included a TLDR section for quick reference
  • Updated the organizational chart (Mermaid diagram) to reflect the new position
  • The Board now consists of 4 positions (previously 3):
    1. General Coordination / Presidency
    2. Treasury / Finance
    3. Secretary / Administration
    4. Alumni Coordination / Presidency (new)

Why this matters

This role enables former members to stay connected and give back to the community through mentorship, career guidance, technical support, and industry networking opportunities—creating a sustainable feedback loop between generations of Open Source eUC members.
