The docs build is having a number of problems, so several fixes are required to get it back into working order. To fix issues related to the decomissioning of the Gerrit server: * Change REPO_HOST in Makefile * Build only master branch for now, as older branches are full of broken links Sphinx issues: * Extend header underlines that were causing warnings * Fix toctree formatting in howto/code/lint/fix-errors/index.rst GHA build issues: * Install libenchant on runner system (Python module doesn't fix error) * Use `python3 -m venv` rather than `virtualenv` to create venv, removing the requirement to have virtualenv package installed Signed-off-by: Eric Ball <eball@linuxfoundation.org>
